Have you tried turning the light switch knob that acts as a dimmer? If that’s working fine you will need to pull the cluster and check the bulbs you possibly may have one blown. How to here https://zroadster.org/threads/instrument-cluster-removal.8397/

Under the bonnet you will find the fuse box, under the fuse box lid it should have the diagram explaining all the fuses and relays. Does the indicators work when the hazard switch is pressed? I’m presuming you have checked the bulbs. If the fuse and relays are ok check with a bolt meter that...

If the ignition, dashboard lights come on Shelly the code reader will work. The engine does not have to be running.
