With the incident on the penultimate lap, VSC was the only feasible option
If they had deployed the full safety car, then 1. it would have only done 3/4s of a lap before it pulled back into the pit lane at the end of the final lap for them to take the chequered flag anyway and 2. they wouldn't have been able to get the backmarkers out of the way, it would have been a mess at the flag (and we'd be having the same discussion anyway asking why they didn't use the VSC )
And with it being on the penultimate lap, there was no possibility of a restart, so a red flag would have been the end of the race. They'd already dragged that diva Naomi Campbell into box to wave the chequered flag. Would you want to be the one to tell her she's been dragged to Baku and stuck at a race track bored senseless all day and after all that wasn't going to get her 'moment'. I know I wouldn't
I think they should have red flagged it straight away (sod Naomi Campbell) and ended the race.
It is a very narrow track; both drivers were wandering around on the circuit, bits of carbon fibre everywhere. Even under VSC they are doing high speeds. It was a recipe for disaster. Luckily it wasn't.
